In  2016,  the Coalitions for Change (CfC) program assisted DepEd  to develop an analytical system, procedures, and issued guidelines to purchase a land parcel to establish a new school.  Two years after introducing the reform, 14 properties have been cumulatively purchased to build public schools on. This had the potential to accommodate some 57,000 students. The paper chronicles the process and challenges in achieving this breakthrough reform
