Funding the Front Liners: New Disaster Fund Rules to Help Local Governments

On March 14, 2017, the National Disaster Risk Reduction and Management Council approved new rules administering the use of the National Disaster Risk Reduction Management Fund. The new Rules represent the culmination of a Coalitions for Change (CfC) effort that began in June 2015 under the Partnership of the Australian Government and The Asia Foundation. This story describes the transformational policy change in Philippines disaster risk reduction and management, the process undertaken to introduce the policy reform, and key lessons from the experience.

Revamping Philippine Election Service

This story traces the efforts of the Coalitions for Change program and its reform partners on the passage of the Election Service Reform Act (ESRA). With this new law and its implementing rules, teachers can now opt out of election service and simultaneously create opportunities for ordinary, non-partisan citizens to serve as election staff.

Breakthrough Solution to Reduce Congestion in public schools

In  2016,  the Coalitions for Change (CfC) program assisted DepEd  to develop an analytical system, procedures, and issued guidelines to purchase a land parcel to establish a new school.  Two years after introducing the reform, 14 properties have been cumulatively purchased to build public schools on. This had the potential to accommodate some 57,000 students. The paper chronicles the process and challenges in achieving this breakthrough reform
